  15.                   AT CONSTRUCTION AND NEW HOME SITE

  22.          Q      Mr. President, speaking of construction, should 
  23. Lani Guinier withdraw?  (Laughter.)
  24.          
  25.          THE PRESIDENT:  I'll have more to say about that later.  
  26. But this is the most important thing I'm working on.  This is the 
  27. illustration of why the economic program is important.  Housing sales 
  28. at a seven-month high last month, creating jobs for people like this 
  29. because of low mortgage rates.  If we can keep the interest rates 
  30. down by passing the economic program, getting the deficit down, 
  31. you're going to see a lot more jobs, a lot more homes, a lot of money 
  32. putting into this economy.  That's the real important thing that this 
  33. administration was elected to do and that's what I'm working on.

  37.          THE PRESIDENT:  (IN PROGRESS) -- deficit down to keep 
  38. these interest rates low.  Here at this place, people understand low 
  39. deficits means lower interest rates, more jobs and more money in 
  40. middle-class people's pockets.  That's what's going to happen.

  42.          Q      You seemed more adamant and forceful in your speech 
  43. today.
  44.          
  45.          Q      Mr. President, why did you come to Republican 
  46. territory?
  47.          
  48.          THE PRESIDENT:  This is an illustration of what really 
  49. counts.  Coming here today and being able to put the charts and the 
  50. words and the numbers with real jobs, real homes and real people's 
  51. lives is what really makes this go for me.  And this is what I got 
  52. elected to do.  This is why I ran for President.  And I'm doing my 
  53. best to give real opportunity and hope back to the American people.

  55.          Q      But Mr. President, why did you come to someplace 
  56. where you didn't --
  57.          
  58.          Q         back off with the BTU tax?
  59.          
  60.          Q      It's Republican territory.
  61.          
  62.          Q         why did you come to someplace where you didn't 
  63. succeed in November?  You only got 32 percent of the vote here.
  64.          
  65.          THE PRESIDENT:  Doesn't matter, because even here I 
  66. wanted to make the point that it's not a partisan issue.  I mean, I 
  67. don't know that a majority of the homebuilders in America or a 
  68. majority of the realtors in America voted for me in November.  Most 
  69. of them were probably Republicans.  But the homebuilders and the 
  70. realtors, as a group, nationwide, are supporting this program because 
  71. it's good for the economy, it means jobs, it means lower interest 
  72. payments for middle-class people, for businesses, and it means 
  73. economic opportunities.  And I wanted to illustrate that this is not 
  74. a partisan issue, it's a bipartisan effort to move this economy 
  75. forward.

  77.          Q      Is it still an uphill battle in the Senate, sir?

  79.          THE PRESIDENT:  I'm encouraged.  I feel good about it.

  81.          Q      Is Lani Guinier a partisan issue, sir?

  85.          THE PRESIDENT:  (IN PROGRESS) -- and some -- if there 
  86. can be -- if there are more cuts, and we're all trying to agree with 
  87. that.

  89.          Q      What's the status --

  91.          Q      Do you think that Lani Guinier deserves a public 
  92. Senat hearing?
  93.          
  94.          THE PRESIDENT:  I'm here to talk about jobs and the 
  95. economy today.

  97.          Q      Hi.  I'm State Senator Jack Derr.  We're happy to 
  98. have you here in Frederick today.

  100.          THE PRESIDENT:  Good to see you.

  102.          Q      Are you reconsidering keeping her, sir?
  103.          
  104.          Q      Are you afraid it's going to look like you're 
  105. cutting and running in the face of Senate opposition?
  106.          
  107.          THE PRESIDENT:  You can't have it both ways, folks.  You 
  108. can't say that I'm brave to the point of being crazy for offering an 
  109. economic plan that raises taxes, cuts spending and changes things, 
  110. and for taking on issues like gays in the military and then say we're 
  111. cutting and running.  This administration has taken more tough 
  112. positions on more tough issues earlier than any one I can remember.
  113.          
  114.          So I don't think you can have have that both ways.  This 
  115. is an idea issue, and I will have more to say about it later.
  116.          
  117.          Q      Are you going to have a speech, Mr. President, this 
  118. afternoon?
  119.          
  120.          THE PRESIDENT:  Lower interest rates and real growth.  
  121. That's what people who don't have jobs are worried about.
